scripts/ci: use recommended registration command
The registration-token method is being deprecated: https://docs.gitlab.com/ci/runners/new_creation_workflow/ As a result we can drop a bunch of the descriptive stuff as that is entered on the web UI. We don't need a secondary runner if we just create one with both aarch64 and aarch32 tags.
